CLIFF E. MANUEL, JR., PE
PRESIDENT/PRINCIPAL IN CHARGE
Mr. Manuel has served as President and CEO of Coastal Engineering Associates, Inc. since 1989, bringing over four decades of leadership and technical expertise to the firm. With a career spanning 44 years, Cliff has built a reputation for excellence across a broad spectrum of civil engineering disciplines, including utilities, transportation, stormwater and floodplain management, environmental permitting, construction and project management, and regulatory compliance.
A licensed Professional Engineer and the firm’s Principal Engineer/Engineer of Record, Cliff oversees all aspects of company operations, including client services, project delivery, and public relations. His deep understanding of local infrastructure and regulatory frameworks has made him a trusted advisor to clients and public agencies alike.
Driven by a lifelong passion for civil engineering, Cliff has been instrumental in advancing engineering, planning, and environmental initiatives throughout Hernando, Pasco, and Citrus Counties. His commitment to responsible development and community-focused solutions continues to shape the growth and sustainability of the region.
Ford Manuel
MANAGER
Ford Manuel serves as General Manager at Coastal Engineering Associates, Inc., where he plays a vital leadership role in overseeing day-to-day operations and coordinating efforts across all company divisions including planning, environmental services, civil engineering, construction, and surveying.
With a Bachelor’s degree in Construction Management and over 12 years of industry experience, Ford brings a practical, results-driven approach to project delivery and team leadership. He is directly responsible for managing construction activities and ensuring projects are executed efficiently, safely, and in compliance with all regulatory and technical standards. His ability to coordinate teams, streamline operations, and maintain clear communication with clients and agencies is central to COASTAL’s continued success.
Ford is committed to upholding COASTAL’s long-standing reputation for quality, integrity, and service throughout Hernando, Pasco, Citrus, and surrounding counties. As a third-generation leader at Coastal, he continues to guide the firm’s growth while advancing its legacy of excellence in engineering, development, and community-focused infrastructure with a strong focus on performance and client success.
BRIAN M. MALMBERG, PE, MBA
DIRECTOR OF ENGINEERING
Mr. Malmberg has over 27 years of management, construction, and engineering experience. He joined Coastal Engineering Associates, Inc. in 2017 as Director of Engineering. Brian’s previous experience includes nine (9) years in local government as a Design Engineer, County Engineer, Public Works Director, and Assistant County Administrator.
As Director of Engineering at COASTAL, Brian is responsible for oversight of the company’s engineering design services.
Joseph (Joe) Calamari
DIRECTOR OF ENVIRONMENTAL SERVICES
Mr. Calamari has over 36 years of environmental experience and serves as the Environmental Division Director at COASTAL. Prior to coming to COASTAL, Joe was employed by the Southwest Florida Water Management District where he gained a wide range of experience conducting inspections and evaluations of wetlands, wetland creation areas and surface water management systems.
He was also tasked with reviewing Environmental Resource Permits (ERP) and Water Use Permits (WUP). At COASTAL, he is tasked with managing the environmental division and performing tasks associated with wetland delineations, characterizations, UMAM assessments, State and Federal permitting, habitat/land cover/vegetative mapping, threatened/endangered listed species surveys and permitting, assessment and permitting, management plan development, mitigation design and implementation, habitat restoration, monitoring, water quality, erosion control and ecological monitoring.
As Director of Environmental Services at COASTAL, Joe prepares detailed technical proposals and scopes of work, manages the divisions budget, and serves as the primary point of contact for clients. He regularly provides updates on project status, regulatory compliance, and permitting progress, ensuring deliverables meet environmental standards under federal, state, and local regulations.
Donald (Don) Lacey
PRINCIPAL PLANNER
Mr. Lacey has a strong and varied background of over forty-nine (49) years in both private and public sector planning projects. Private planning experience includes due diligence, site evaluation, preliminary design, golf course routing, DRI evaluation, land use submittal, permitting, public presentation, and agency follow-up for a number of the major mixed-use communities in Pasco and Hernando County. Mr. Lacey has also been active in working with state and regional agencies in the development and modification of rules related to the DRI and comprehensive planning statutes.
Public planning experience includes three years as Project Manager of a county comprehensive planning effort and three years as Director of Regional Planning at the Withlacoochee Regional Planning Council. Mr. Lacey has also been the project manager with responsibility for the Withlacoochee Regional Water Supply Authority Master Plan and the Hernando County Airport Master Plan.
As Principal Planner at COASTAL, Don leads a wide range of planning projects, including land use, zoning, and permitting. He works directly with clients, local governments, and agencies to guide projects through every stage of the process. Don also represents clients at public meetings and hearings, providing guidance to help navigate the approval process smoothly and effectively.
Robert “Jeremy” Burgess, PM
DIRECTOR OF CONSTRUCTION SERVICES
Mr. Burgess joined COASTAL in November 2022. In 2025, he was promoted to the Director of Construction, and he is a highly experienced project manager with over sixteen (16) years of PM experience and over twenty-seven (27) years of construction experience. Including 2 years in local government as City Engineer and Director of Utilities.
As Director of Construction Services at COASTAL, Jeremy oversees the lifecycle of the project from Pre-construction meeting to Performance Bond release, to ensure that all objectives and standards are met in accordance with approved plans. Jeremy also ensures that projects meet budget and timeline, while complying with all Zoning, County, and State Regulations. Jeremy works closely with Owners, Contractor, and Government officials to help the project be a success.
SCOTT OSBORNE, PSM
DIRECTOR OF SURVEY
Mr. Osborne is the Director of Survey for COASTAL and has over 40 years of experience, licensed for 25 years, in a variety of land surveying projects. His expertise includes right-of-way surveys, as-built surveys, topographical, and boundary surveys. Scott is a second-generation Hernando County surveyor and brings to the table extensive knowledge of Hernando County and Citrus County land surveying information.
As Director of Surveying at COASTAL, Scott leads client interaction and relationship management while providing strategic oversight and direction for all survey operations. He is responsible for managing the department’s budget, staffing, technical standards, and long-term planning to ensure the continued growth and success of the surveying division. Scott also ensures strict compliance with professional licensing requirements, regulatory standards, and QA/QC protocols, maintaining the highest level of quality and accuracy across all projects.
